Communication across 13 partner institutions involved different teams, processes and working cultures. Treating the problem as a software purchase risked introducing another tool without resolving how information should be governed, maintained and shared.

Curio engaged stakeholders through workshops, interviews and a partnership-wide survey. The research examined not only desired features but also content ownership, governance, internal skills and the behaviours required for shared working.
The intranet was treated as one component of organisational change rather than the project endpoint.
