The challenge

Boards often receive lagging safety indicators after incidents have occurred. ECU and the Centre wanted to help boards examine a different question: whether their current values, oversight and strategic practice equipped them to govern safety effectively.

The concept needed to become a credible assessment and a useful experience for directors, not another static governance report.

The approach

Discovery combined corporate-report analysis, stakeholder interviews and econometric modelling. Curio then helped shape a capability framework spanning values-driven, compliance-driven and strategy-driven governance.

The framework was implemented on Compass 360 with individual results, peer benchmarking and practical action planning.
